Bart Scott transition from outside to inside...?

Ok, so as u know Bart Scott was an outside backer in Rex Ryan's 3-4 in Baltimore. He was also kinda like Ray Lewis' side-kick. Now, I heard on NFL Network, that Rex Ryan, the new HC of the Jets, plans to make Scott the leader on the Jets, but he's moving Scott to an inside backer position similar to Lewis. So my question is why would he do this? Why not just keep Scott as an outside backer like he was at the Ravens? What's the point of moving him inside now after all that experience playing outside? Why can't an outside backer be a leader? Why does he need to move inside?
