Why do lifes unfortunates usually fall through the cracks of society?

There are so many homeless, destitute people today and the so called fortunate people who have a tendency to care can hardly take of themselves. I have said over and over Michelle should have made the homeless her platform but I think she had just rather not think about it or rather, ociate with them, that is how the elite are.~
