Why the picture on my HDTV is snowy or flickering sometimes?

Sometimes when I play blue ray dvds the picture on my full HDTV is snowy.I also notice that the image is flickering when it gets to the new scene. But not the whole image if you know what I mean. I easily see it when there are buildings or stuff with lines on it. What could be wrong? I use PS3 to play dvds.
